    Inside OEG Outsourcing, the Beirut Firm Building Remote MENA Teams

    Founded in Beirut in 2021, OEG now has roughly 1,200 full time placements working inside clients' systems abroad.

    A company in Houston that needs a structural engineer has a short list of choices. It can pay the local salary, hire a freelancer and hope for the best, or leave the role open. OEG Outsourcing, founded in Beirut in 2021, sells a fourth option: a full time engineer it employs in Lebanon, Egypt, Jordan or Syria, working inside the client's own systems for one monthly fee.

    Founder Fayez Nicolas Chaar draws the distinction sharply. "We are not a job board and we are not a body shop," he says. "We build the part of your team you cannot hire locally, at a cost that makes sense, and we stand behind every person we place."

    An employer, not a middleman

    OEG employs every team member directly in their home country. A client signs one service agreement with OEG and never needs a local entity, a payroll provider or a view on foreign employment law. Each person is embedded full time in the client's systems and workflows.

    One monthly rate per person covers salary, employment costs, equipment, workspace and account management. There is no recruitment fee and no long lock in, with notice measured in weeks. If a hire is not right, OEG replaces the person at its own cost. Clients typically land 40 to 60 percent below the cost of an equivalent local hire, and 97 percent stay with the company after a first engagement.

    Four service lines, from BIM modellers to accountants

    Engineering and BIM is the first line, covering architects, structural, mechanical, electrical, civil, chemical, industrial and environmental engineers, plus CAD drafting and BIM modelling. Customer operations is the second: call centre agents, customer support, sales staff and appointment setters, data entry and processing, and administrative support.

    Marketing and technology supplies digital marketers, graphic designers, content creators, web and mobile developers, software engineers, QA testers, data analysts and IT support. Finance and HR rounds out the set with accountants, finance staff, HR specialists, project managers, supply chain managers, researchers, analysts, translators and localisers.

    From brief to shortlist in 24 to 48 hours

    Work starts with a thirty minute discovery call, run by the person who would actually manage the account, to map the roles, the workload and the budget. A shortlist follows, typically in 24 to 48 hours and within three working days, drawn from a database of more than 600,000 vetted candidates.

    Clients receive named profiles, a proposed team structure and a single monthly rate with no recruitment fee. They interview and choose. Most roles start within about two weeks, while specialist engineering roles take three to four. Engagements usually begin with one person and grow once the work is proven.

    Why the talent sits in Lebanon, Egypt, Jordan and Syria

    Chaar says this is the part most buyers underestimate. Lebanon, Egypt, Jordan and Syria produce large numbers of engineering and business graduates from French and American curriculum universities, many with earlier Gulf and European project experience. Teams are commonly trilingual in Arabic, English and French, so briefs do not need translating.

    Geography helps too. The region sits in GMT+2 to GMT+3, which gives a full working day of overlap with Europe and the Gulf and mornings with the US East Coast. In Chaar's reading, the talent was always there. What was missing was a company willing to carry the employment risk, the management and the accountability.

    How the risk is handled

    NDAs are signed before OEG reviews a brief, and all work product is contractually assigned to the client. Teams work inside the client's own systems and VPNs, so sensitive material stays in the client's environment. Contact centre hires complete structured training in communication, industry knowledge, CRM tools, conflict resolution and customer empathy before they speak to a single customer.

    Beirut base, seven markets

    Five years on, OEG delivers work from Lebanon, Egypt, Jordan and Syria and runs clients and operations across the US, Canada, the UK, France, the UAE and Saudi Arabia, with roughly 1,200 full time placements active today. Customers include global engineering consultancies, regional contractors and developers, clinics and healthcare groups, owner led businesses and professional service firms.

    Chaar trained as an industrial engineer and studied at the C. T. Bauer College of Business at the University of Houston. He started the company after watching the same mismatch from both sides: Gulf and North American firms paying a premium for engineering and back office work they struggled to staff, and qualified engineers, designers and operators across the region underemployed at home.
