Ask five recruitment firms what a software engineer earns in Dubai and you get five different answers. The spread between the highest and the lowest is roughly 4.6 times, for the same job title, in the same city, in the same year.
None of them is lying. They count different people using different methods. Here is what each one actually reports, what it is measuring, and what the money is worth once rent and school fees come out.
The Same Job, Five Different Numbers

The First Thing to Check Is What the Guide Counts
A UAE package is not one number. It is a basic wage plus housing, transport, and sometimes education, mobile and an annual flight. The guides do not draw the line in the same place.
Robert Walters: base only. Its figures are "basic salaries and rates, exclusive of benefits/bonuses"
Cooper Fitch: base plus fixed allowances, excluding bonus
Hays: the total fixed monthly package
Robert Half: annual US dollar figures, at the 25th, 50th and 75th percentile
Tuscan Consulting estimates housing allowances appear in roughly 94 to 95 percent of UAE packages. So a base figure and a package figure for the same role can differ by 30 percent or more.
Method matters too. Robert Walters analysed more than 100,000 advertised roles, which is what employers publish rather than what they sign. Glassdoor and GulfTalent rely on whoever fills in the form.
Software Engineering Pay, by Seniority
From Robert Walters and Cooper Fitch, AED per month:

What Five Years Actually Adds
First Point Group is the only firm publishing experience bands openly. Its site notes the public figures come from its 2025 edition. Monthly pay by years of experience:
Full-stack developer: AED 20,000 at 2 to 4 years, AED 28,000 at 5 to 8 years, AED 35,000 at 9 or more
Front-end, back-end or mobile: AED 18,000 rising to AED 35,000
QA engineer: AED 15,000 rising to AED 35,000
Cloud solution architect: AED 30,000 rising to AED 55,000
A developer's pay in Dubai roughly doubles between year two and year nine, then flattens. The next real jump is a move into management, architecture, or a scarce specialism.
Where the Premiums Sit: AI, Cyber and Cloud
Every source agrees these roles moved faster than anything else. Tuscan Consulting's year-on-year comparison, AED per month:
AI or machine learning engineer: 33,000 to 48,000 in 2025, rising to 36,000 to 54,000 in 2026
Cybersecurity architect: 34,000 to 50,000, rising to 37,000 to 56,000
Data scientist: 30,000 to 45,000, rising to 33,000 to 51,000
Software engineer: 25,000 to 35,000, rising to 28,000 to 40,000
Tuscan puts the UAE average salary increase at 4.2 percent for 2025 and a projected 4.1 percent for 2026. Those specialisms moved several times faster than the market.
Two more signals. Michael Page, whose 2026 guide sits behind a login, was reported putting AI roles at AED 25,000 to 75,000 across eight listed positions, against three positions at AED 20,000 to 45,000 in its 2022 edition. And Robert Walters added a Chief AI Officer line at AED 110,000 to 150,000 that did not exist in its 2025 survey.
The Leadership Numbers, and Why They Disagree

Group Chief Information Officer tops the Robert Walters table at AED 150,000 to 200,000. A Chief Information Security Officer runs from AED 85,000 to 130,000 depending on which guide you open.
One movement runs against the usual story. Between the 2025 and 2026 Robert Walters editions, individual contributor pay held steady while the management layer was marked down hard:
IT Director: fell from AED 75,000 to 100,000, down to AED 45,000 to 65,000
Head of Engineering: fell from AED 75,000 to 90,000, down to AED 40,000 to 60,000
CTO and CIO: rose to AED 110,000 to 150,000
Robert Walters builds its figures from advertised roles, so a swing that large may reflect which jobs were advertised rather than a real pay cut. What is safe to say is that the reported gap between a head of engineering and a group CIO widened sharply in one year.
Start-Ups, Consultancies and Vendors Pay Differently
Cooper Fitch is the only firm splitting its UAE data by employer type. Monthly pay:

Chief product and technology officer: AED 80,000 to 110,000, against AED 99,000 to 120,000 for the corporate equivalent
Security analyst: AED 20,000 to 30,000
Equity is not captured in any of these figures.
Government Work Pays a Premium Nobody Publishes
Hays, using late 2023 data, is the only source splitting public and private sector:
IT manager: AED 40,000 to 55,000 private, against AED 70,000 to 80,000 in an Abu Dhabi government entity
Senior IT engineer: AED 30,000 to 45,000 private, against AED 45,000 to 55,000 public
Robert Walters lists government entities as the second largest hiring industry for UAE technology talent in 2026, so this is not a small slice of the market.
Why Glassdoor and GulfTalent Run So Much Lower
Recruiter guides reflect roles a search firm was paid to fill, which skews senior and toward expatriate packages. Self-report sites capture a wider slice, including small firms, back-office IT and staff hired on local terms.
GulfTalent reports an average software engineer salary of AED 7,000 across 72 people. That is about a fifth of the Robert Walters figure. Both describe real people in the same city. A salary article that quotes only the recruitment guides is describing the top half of Dubai.
What "Tax Free" Does and Does Not Mean
The UAE government portal confirms there is no personal income tax on individuals. Four things sit next to that:
Corporate tax: 9 percent above AED 375,000 of taxable income, but the Ministry of Finance is explicit that it does not apply to salaries, allowances or bonuses. Freelancers become liable only above AED 1 million of UAE business turnover
VAT: 5 percent
Dubai housing fee: 5 percent of annual rent, billed through DEWA, with UAE nationals exempt. On AED 100,000 rent that is AED 5,000 a year
Pensions: nothing for expatriates, who get end of service gratuity instead. Emiratis hired into the private sector since 31 October 2023 have 11 percent deducted, with the employer adding 15 percent, capped at AED 70,000 of salary
What Sits On Top of Your Basic Salary
End of service gratuity: nothing under one year. Then 21 days of basic wage per year for years one to five, and 30 days per year beyond that, capped at two years of wage. Calculated on basic wage only, not gross pay
The alternative savings scheme: voluntary, run by MOHRE with the Securities and Commodities Authority. Employers who opt in contribute 5.83 percent of basic salary monthly under five years of service, and 8.33 percent beyond
Health insurance: mandatory, and since 1 January 2025 a condition of issuing or renewing residency permits nationwide. The statutory basic plan costs only AED 320 a year, so read the policy tier
The annual home flight: contractual, not statutory. What is statutory is repatriation at the end of service
Gratuity being calculated on basic wage alone is why employers like packages weighted toward allowances. Two offers with the same headline can carry very different end of service value.
Two Numbers That Change Your Legal Status
AED 15,000 a month: the Green Visa threshold. Five years, no sponsor needed, with a bachelor's degree and a job at MOHRE level one, two or three
AED 30,000 a month: the Golden Visa threshold. Ten years, with a bachelor's degree, and information technology is named explicitly in the qualifying classification
A mid-level developer at AED 25,000 clears the first line and misses the second. In a negotiation, that gap is worth far more than the AED 5,000 itself.
What Dubai Costs in 2026
Average annual rents from Bayut's report for the first half of 2026:
Al Nahda: AED 56,000 one-bed, AED 72,000 two-bed
Jumeirah Village Circle: AED 79,000 and AED 113,000
Dubai Marina: AED 103,000 and AED 157,000
Business Bay: AED 104,000 and AED 148,000
Downtown Dubai: AED 133,000 and AED 223,000
The pressure landed at the bottom of the market. Affordable two-bedroom rents rose 11.4 percent in 2025, while luxury two-bedrooms fell 0.76 percent. That is exactly where junior and mid-level technology salaries live.
Everything else:
School fees: AED 29,488 to AED 111,799 a year across Dubai's 23 KHDA "Outstanding" rated schools, frozen for 2026 to 2027 under directives from Dubai Crown Prince Sheikh Hamdan bin Mohammed
Petrol: AED 3.69 a litre for Special 95 in September 2026, against AED 3.49 in August, with retail fuel reported up more than 60 percent since February
A comfortable minimum: one April 2026 analysis put it at AED 13,000 a month for a single person including rent, and AED 20,000 to 25,000 combined for a family of four, figures that appear to exclude school fees
The 2026 Pay Rise Was Smaller Than the Price Rises
Korn Ferry: UAE average base increase of 3.4 percent, median 3.6 percent, from 5,512 organisations surveyed in June 2026
Cooper Fitch: around 1.6 percent forecast for 2026, after actual 2025 increases of 2.6 percent
Dubai inflation, June 2026: 5.7 percent year on year, with transport up 18.1 percent and housing up 7.1 percent
On those numbers the average UAE worker took a real-terms pay cut in 2026. The transport and fuel spike is tied to regional shipping disruption rather than baseline cost growth, and forecasts published in May expected inflation to ease toward 2.9 percent by December.
The average also hides a barbell. Cooper Fitch reported most roles getting zero to five percent, while hard-to-replace technology roles saw increases above 10 percent.
Five Checks Before You Sign
Ask what share of the package is basic wage, because gratuity is calculated on that alone
Price the housing allowance against real rents in the areas you would live in, not the employer's estimate
Get the education allowance in writing with a number attached
Check the insurance tier, not just the word "insurance"
Work out where the offer sits against AED 15,000 and AED 30,000
